Shelly brings over 20 years of community development finance experience to her work at EFF. She is charged with embedding deeply within the charter school ecosystem to increase awareness of EFF’s mission and affordable financing programs. Her role also includes pipeline development and early-stage relationship management to serve as a resource for schools as they determine their financing needs.
Prior to coming to EFF, Shelly was a Senior Vice president at the Community Development Trust. At CDT she served in senior leadership positions as the Head of the Underwriting Department and as the Senior Vice President, Charter School Lending. Shelly developed CDT’s charter lending initiative and maintained broad responsibility across the lending platform including establishing credit and underwriting parameters, pipeline development, loan underwriting and monitoring the performance of closed loans. At CDT, she closed over $300 million of loans for multifamily affordable housing and charter school facilities.
Prior to her work at CDT, Shelly held positions at the Community Preservation Corporation and then at the National Equity Fund. In these roles, she focused on providing capital to support the development of multifamily housing utilizing federal and local subsidy programs to increase the number of housing units and deepen their affordability.
Shelly holds a BA from the University of Virginia and an MPA from the Humphrey Institute of Public Affairs at the University of Minnesota.
